How fiber gets built — and how to get your neighborhood on the map

From “coming soon” to a lit line is six real gates — and residents have more leverage over the timeline than it looks.

Short answer

A fiber build runs through six gates: business case → engineering → permits & make-ready → construction → drops & splicing → activation. Each gate can stall for months, which is why “we’re coming to your area” and a working ONT on your wall can be a year or more apart. Residents have three real levers: registered demand, local government/permitting support, and grant-driven builds (BEAD and state programs) that change the business case for hard-to-reach streets.

The six stages, honestly

1. Business case (does your street pencil out?)

Builders model cost per passing (getting fiber past a home) and expected take rate (how many homes subscribe). Dense streets with aerial poles and no legacy contracts pencil easily; long rural drops and buried-only neighborhoods don’t. This model — not fairness — decides the first map. Registered interest lists feed the take-rate side of it, which is why they matter more than they seem.

2. Engineering

Route design: which streets, aerial (on poles) or underground (trench/bore), where cabinets and splice points go, how many strands. Aerial is faster and cheaper where poles exist; underground is slower, costlier, and what you get in neighborhoods without poles.

3. Permits and make-ready (the invisible delay)

Two things eat calendars here. Permits: every road crossing, right-of-way use, and railroad/highway/waterway crossing needs sign-off from the owning authority. Make-ready: attaching to utility poles requires the pole owner and every existing attacher to move or prepare their lines first — a notoriously slow, multi-party process. When a build “goes quiet” for six months, it’s usually stuck in one of these.

4. Construction (the visible part)

Crews bore, trench, or lash cable. Directional boring machines, spools of conduit, orange or colored flags and paint on lawns — the neighborhood phase everyone notices. Mainline construction can move fast; it’s also when the first “is my address included?” answers become real, because segment boundaries are now physical.

5. Drops, splicing, and testing

Mainline fiber past your house is not service. Each subscribing home needs a drop (street to house), splicing into the distribution network, and light-level testing. Some builders pre-place drops; most build them on order — that’s the construction visit your install appointment includes.

6. Activation

An ONT goes on/in your home, the account is provisioned, and the map finally means something. Providers typically report the area as serviceable to the FCC map around this stage — occasionally earlier than orders can actually be fulfilled, which is one reason “available” and orderable diverge.

Who builds fiber (it’s not just the big names)

  • Incumbent telcos upgrading copper footprints.
  • Overbuilders — companies building fiber into cable-only markets.
  • Municipal networks — city-owned builds, where state law allows.
  • Electric and telephone co-ops — quietly some of the best rural fiber operators.
  • Grant-funded buildsBEAD (the federal $42B+ program) and state programs fund builds where the ROI model fails on its own; state broadband offices publish maps of funded project areas.

Different builders, same six stages — but a grant deadline or a city that pre-approves permits can compress them dramatically.

What residents can actually do

  1. Register interest — and organize it. One sign-up is a data point; a street’s worth is a business case. Builders’ “notify me” lists and city surveys both count.
  2. Answer the state broadband office. Availability challenges and speed surveys feed funding maps. If your address shows as served-but-isn’t, the record can be challenged.
  3. Show up locally. Franchise renewals, permitting reform, and dig-once policies are city/county decisions that change build economics. Public comment genuinely registers.
  4. Ask builders the concrete question. “Is my address in a current engineering or construction phase, and does registered demand change my segment’s priority?”
  5. HOA/landlord path for buildings: an owner’s yes is the gating item for apartments and condos.

Frequently asked questions

Crews buried conduit on my street months ago. Why can’t I order yet?

Conduit ≠ lit fiber. Cable still needs pulling/splicing, the segment needs testing, and the serviceability system needs your address flagged. Ask the provider which stage your segment is in.

Does registering interest actually do anything?

Yes — within limits. It feeds take-rate models and phase prioritization. It won’t summon a build where the economics are hopeless without grants, but it regularly re-orders which penciled streets go first.

Why did they build the next street over and skip ours?
