How fiber gets built — and how to get your neighborhood on the map
From “coming soon” to a lit line is six real gates — and residents have more leverage over the timeline than it looks.

Short answer
A fiber build runs through six gates: business case → engineering → permits & make-ready → construction → drops & splicing → activation. Each gate can stall for months, which is why “we’re coming to your area” and a working ONT on your wall can be a year or more apart. Residents have three real levers: registered demand, local government/permitting support, and grant-driven builds (BEAD and state programs) that change the business case for hard-to-reach streets.
The six stages, honestly
1. Business case (does your street pencil out?)
Builders model cost per passing (getting fiber past a home) and expected take rate (how many homes subscribe). Dense streets with aerial poles and no legacy contracts pencil easily; long rural drops and buried-only neighborhoods don’t. This model — not fairness — decides the first map. Registered interest lists feed the take-rate side of it, which is why they matter more than they seem.
2. Engineering
Route design: which streets, aerial (on poles) or underground (trench/bore), where cabinets and splice points go, how many strands. Aerial is faster and cheaper where poles exist; underground is slower, costlier, and what you get in neighborhoods without poles.
3. Permits and make-ready (the invisible delay)
Two things eat calendars here. Permits: every road crossing, right-of-way use, and railroad/highway/waterway crossing needs sign-off from the owning authority. Make-ready: attaching to utility poles requires the pole owner and every existing attacher to move or prepare their lines first — a notoriously slow, multi-party process. When a build “goes quiet” for six months, it’s usually stuck in one of these.
4. Construction (the visible part)
Crews bore, trench, or lash cable. Directional boring machines, spools of conduit, orange or colored flags and paint on lawns — the neighborhood phase everyone notices. Mainline construction can move fast; it’s also when the first “is my address included?” answers become real, because segment boundaries are now physical.
5. Drops, splicing, and testing
Mainline fiber past your house is not service. Each subscribing home needs a drop (street to house), splicing into the distribution network, and light-level testing. Some builders pre-place drops; most build them on order — that’s the construction visit your install appointment includes.
6. Activation
An ONT goes on/in your home, the account is provisioned, and the map finally means something. Providers typically report the area as serviceable to the FCC map around this stage — occasionally earlier than orders can actually be fulfilled, which is one reason “available” and orderable diverge.
Who builds fiber (it’s not just the big names)
- Incumbent telcos upgrading copper footprints.
- Overbuilders — companies building fiber into cable-only markets.
- Municipal networks — city-owned builds, where state law allows.
- Electric and telephone co-ops — quietly some of the best rural fiber operators.
- Grant-funded builds — BEAD (the federal $42.45 billion program) and state programs fund builds where the ROI model fails on its own; state broadband offices publish maps of funded project areas. Since June 2025 BEAD is technology-neutral, so a funded project near you may be fiber, fixed wireless, or satellite.
Different builders, same six stages — but a grant deadline or a city that pre-approves permits can compress them dramatically.
What residents can actually do
- Register interest — and organize it. One sign-up is a data point; a street’s worth is a business case. Builders’ “notify me” lists and city surveys both count.
- Answer the state broadband office. Availability challenges and speed surveys feed funding maps. If your address shows as served-but-isn’t, the record can be challenged.
- Show up locally. Dig-once policy is largely a local lever: FHWA’s October 2013 policy brief found “very few states” had implemented a statewide Dig Once policy and concluded that, because utility permits are “primarily the responsibility of counties and cities,” such policies are “usually more applicable at the local rather than at the state level.” FHWA has not revised that brief since, so treat it as the 2013 picture rather than a current count. Franchise renewals and permitting reform sit in the same local venues, and public comment is the channel residents have — though we cannot show how often it changes an outcome.
- Ask builders the concrete question. “Is my address in a current engineering or construction phase, and does registered demand change my segment’s priority?”
- HOA/landlord path for buildings: an owner’s yes is the gating item for apartments and condos.

Frequently asked questions
Crews buried conduit on my street months ago. Why can’t I order yet?
Conduit ≠ lit fiber. Cable still needs pulling/splicing, the segment needs testing, and the serviceability system needs your address flagged. Ask the provider which stage your segment is in.
Does registering interest actually do anything?
Yes — within limits. It feeds take-rate models and phase prioritization. It won’t summon a build where the economics are hopeless without grants, but it regularly re-orders which penciled streets go first.
Why did they build the next street over and skip ours?

Will BEAD bring fiber to my rural address?
Possibly, but it is no longer a fiber program. BEAD still targets unserved and underserved locations, but NTIA’s Restructuring Policy Notice of June 6, 2025 eliminated the “Fiber Preference” in the original funding notice and told states they may “select from all qualifying technologies” — fiber, cable, fixed wireless, or low Earth orbit satellite. Check your state broadband office’s funded-areas map for what was actually awarded near you. Timelines run in years, and interim options are worth setting up meanwhile.

Limitations & caveats
- Stages, timelines, and practices vary by builder, terrain, and jurisdiction. Figures are industry-typical ranges, not commitments — ask the specific builder for phase dates and treat them as estimates.
- The pole-attachment intervals above are the regulated ones and come straight from 47 CFR § 1.1411. The 6–24 month and “weeks to a few months” ranges are not regulated and not measured: no public dataset records fiber build duration from announcement to activation, so they remain our editorial estimate. The rule also governs only the pole stage — permitting, splicing and activation run on no published clock at all.
- The make-ready picture comes from the federal rule and the order that adopted it: 47 CFR § 1.1411 requires the pole owner to notify every existing attacher and sets completion deadlines that stack up to months for larger orders, and the FCC described the pre-2018 arrangement as a “multi-party process.” Those federal rules do not apply in states that have certified they regulate pole attachments themselves — the FCC counted twenty states and the District of Columbia in 2018.
- 23 CFR part 645 governs utility use of federal-aid highway right-of-way, which is where the “sign-off from the owning authority” requirement is written down. Permits for ordinary city and county streets, and for railroad and waterway crossings, are set by other authorities we did not check.
- BEAD is no longer a fiber-preference program. NTIA’s Restructuring Policy Notice of June 6, 2025 struck the “Fiber Preference” from the funding notice and made subgrantee selection technology-neutral across fiber, hybrid fiber-coax, fixed wireless, and low Earth orbit satellite. Awards made under the earlier rules may still be fiber; new selections need not be.
- One claim on this page remains unsourced: that municipal fiber builds depend on state law permitting them. It is widely reported; it is not verified here. The dig-once claim is now sourced, but only to FHWA’s two-page October 2013 policy brief, which FHWA has not revised since — it describes the 2013 landscape rather than a current count of what states and localities do.
- The reporting rules explain why “available” and “orderable” diverge — a provider may report a location as served only where it can complete a standard broadband installation with no line-extension charge and within 10 business days — but they describe the filing standard, not what any provider’s order system will tell you.
